In hopes of reducing the number of late payments each year, Los Angeles County has launched a service allowing residents to pay property-tax bills online by electronic check. Called Vcheck, property owners can make payments by going to ttax.co.la.ca.us or lacountypropertytax.com. Property taxes also may be paid by check or credit card. Unlike with credit card payments, Vcheck does not charge an additional fee. The service comes as county Treasurer and Tax Collector Mark Saladino begins sending out 2.3 million annual property tax bills. Saladino said a pilot program with Vcheck began July 18 for taxpayers who needed to pay supplemental tax bills. As of Oct. 4, nearly 200 payments have been processed online for 249 parcels, for a total of about $245,000. To pay online, taxpayers provide an e-mail address and fill out an electronic check online with information that appears on their written checks. A confirmation page can be printed, and payers receive a confirmation e-mail. The Treasurer-Tax Collector’s Office prints and processes the checks just as mailed checks are processed. Saladino said fraud-prevention measures include a server in the county’s data center that is protected by firewalls and a requirement for taxpayers to enter a personal identification number (PIN) that appears on the tax bill. Saladino said he hopes the new system will reduce some of the 250,000 late payments received annually.
